Is it true that not all the warrant can be converted into share before the expiry date?

My friend told me that there are some warrants disallow investor to convert into share until it is near to the expiry date. Eg, one month before.

In your book, you mentioned that car loan is charged on flat interest rate. The effective real interest rate is much higher.

May I know is there a "formula" or way which we can calculate the effective interest rate ourselves.
