Is it true that not all the warrant can be converted into share before the expiry date?

My friend told me that there are some warrants disallow investor to convert into share until it is near to the expiry date. Eg, one month before.

warrants are no longer popular, there are rarely warrants issued by company.

Most of the times, warrants can be converted into shares anytime before expiry of the warrant.
